Job Description:

Mission

The Singapore HSES EVF project Head oversees HSES strategies implementation and performance in the design of the Evolutive Vaccine Facility in Singapore.

This person is responsible for providing leadership, counsel and HSE technical expertiseto project team during all the phases of the project to prepare the future startup of the site. He is leasing with local agencies & authorities to ensure that the design & future practices in EVF are in full compliance wilt local and Sanofi requirements.

This person will be cascading global HSE policies at project level (people, infrastructure, environment, governance, operations, partnership, budget, ).

Responsibilities

  • Responsible to design, lead and maintain a world class HSE roadmap ensuring alignment with local and international codes, recognized industry standards and Sanofi requirements from project conception to realization. This translates in developing a strategic roadmap (develop and implement) to ensure site compliance permitting conditions with all municipal, provincial or federal regulatory requirements, as well all Sanofi HSES Standards (through the design and implementation of site wide programs).
  • Act as window person for all external stakeholders (SGP authorities) related to Health & Safety, Environment & Security.
  • Lead the development of Pre-Startup Safety Review (PSSR) programs including standard operating procedures, document management software, and all additional tools and resources necessary to efficiently and effectively implement these programs.
  • Lead the development & implementation of Security requirements for the future site (protection of assets, know how and people)
  • Enforce change management techniques (HSE Requirements for Projects, change control assessments, etc.) to ensure HSE risks are identified and controlled in the design phases of projects.
  • Foster innovation in all HSE field and more specifically on environmental footprint. As such he leads an innovation squad Green impact: Minimize site environmental footprint to assure the ambition of the program of Planet Mobilization in accordance with the ambition Best In Class of VIA ( especially carbon neutral); Lead environmental sustainability initiatives including energy and water conservation, waste minimization. Carry out a technological watch on the environment.
  • Implement the biosafety and biosecurity (Bio risk) programs in compliance with regulation including GMO regulation. Provide leadership and guidance to the project management continuously improving the biosafety program. Lead Biosafety risk assessment and ensure implementation of outputs.
  • Assess and identify the major HSE risks and concerns related to the project and develop solutions to achieve HSE goals and mitigate risks.
  • Consolidate and ensure a follow-up of HSE performances, to proactively identify gaps, propose and prioritize corrective actions, including validation of action plans.
  • Ensure communication on performance, best practices and lessons learnt, share learning experiences to ensure continuous HSE culture improvement.
  • Manage business activities associated with the HSE Budget including negotiating service agreements and managing associated costs.
  • Responsible to establish, maintain and improve Sanofi HSE management systems
  • Coordinate and/or deliver HSE-specific training.
  • Develop people in order to ensure best fit between capabilities and business/technical/strategic needs for current and future organization.

Scope and dimensions

Breadth of responsibility (global/regional/country/site):

1. Responsibility of HSE roadmap for the Green Field (new site, requiring the full HSES dimension definition & integration)

  • Create and drive HSES roadmap in close collaboration with HSES regional team and HSE Corporate team to develop a current and future HSES organization to ensure best fit between capabilities and business/technical/strategic need

2. Target to reach LEED Gold Standard & Green Mark Certification (SGP mandatory HSE System)

Key dimensions:

  • Site will host 900+ people at peak of construction with many external companies. Requirement to put in place a very strong HSE organization (1 relay per 70 Headcount)
  • Work transversally with all functions i.e. Engineering, Manufacturing Technology, Quality & Regulatory to ensure E2E vision & impact on the overall choices & decisions taken for Health & Safety, Environmental & security
  • Work in close interaction with Asian HSE Hub to ensure full consistence with Sanofi Group practices
  • During project, will manage 16-20 people to handle the full site HSES activities overseeing the full activity of more than 600 workers.

  • Performance by monitoring the HSES program deployment & execution

Education and Experience

  • Masters Degree in a Scientific or Engineering field with approximately 10-15 + years of experience in management and HSE.
  • Substantial experience working HSE within a manufacturing and R&D. Experience and understand of quality improvement processes and systems.

  • Knowledge:
    • Workplace hazards and hierarchy of controls,
    • General safety principles,
    • Biosafety and biocontainment principles (BSL2 & GMO regulations for industrial usages),
    • HSES requirements, standards and SOP
    • Legal authority regulations knowledge
    • Academic & professional knowledge in the fields of expertise
  • Ability:

    • To work transversally across functions/departments and strong teamwork within the HSE team, international environment
    • To deal with regulatory authorities/collaboration.
    • Excellent communication skills (verbal, written and presentation);
