ASSISTANT AIRPORT DIRECTOR ANNUAL SALARY RANGE:$62,857 to $82,118 GENERAL STATEMENT OF DUTIES: Performs supervisory and technical work related to the operations and maintenance activities of the City's airport; performs related work as required. DISTINGUISHING FEATURES OF THE CLASS: The employee in this class is responsible for assessing operations, maintenance, custodial, security, airport rescue and firefighting and public safety needs for the Dubuque Regional Airport and planning, implementing and evaluating activities to meet those needs. Work also involves developing and enforcing airport policies and regulations and acting on behalf of the Airport Director in the director's absence. An important component of this position will be to work in concert with an internal team to create a more data-driven, high performance organization focusing on outcomes and not outputs, including cross-departmental cooperation and integration with performance measurement and evaluation leading to an equitable community of choice. Work is performed under the general supervision of the Airport Director and is reviewed through operating records and reports, inspection of facilities and the adequacy, efficiency and effectiveness of services provided. EXAMPLES OF WORK (ILLUSTRATIVE ONLY) ESSENTIAL: Supervises the custodial, maintenance, security, airport rescue and firefighting and public safety activities; reviews airport operations, maintenance, custodial, security, aircraft rescue and firefighting and public safety practices to determine problem areas and develop and recommend plans to eliminate deficiencies; coordinates construction projects with various organizations; maintains an effective and up-to-date manual on airport construction plans and documents, FAA Advisory Circular library, NOTAM and system for dissemination of records and the Airport/Facility Directory; monitors the airport's self-inspection program and reports defects for corrective action; works with tenants to gain compliance with Federal, State and local regulations for the safe and orderly operation of the airport; prepares statistical information and manages a computer database; assists in the development of the operating and capital budgets; monitors and prepares work order requests; assists in developing and maintaining the airport certification manual emergency plan, master security plan and snow removal plan; coordinates, manages and oversees snow removal operations and the collection of service condition information; develops programs and ensures that employees are trained in procedures that provide for the safe operation of the airport; prepares and reviews plans and specifications for airport construction projects; supervises preventative and routine maintenance and repairs of automobiles, trucks and heavy equipment; recommends equipment to be used in the various activities of the airport; inspects newly purchased equipment; prepares specifications and analyzes bids for the purchase of new or replacement equipment; prepares an annual equipment replacement schedule; prepares estimates of operating needs and submits requests for supplies, equipment and materials; acts as a liaison with the FAA control tower, airlines, cargo organizations, tenants, users and airport employees regarding operations and maintenance activities; attends public meetings regarding airport operations; reviews and analyzes methods, equipment used and performance to find ways of increasing efficiency and effectiveness; supervises in-service training of employees and promotes instruction in safety and improved work procedures and methods; participates in the City's intercultural competency training and program; responds to residents' questions and service requests in a courteous, timely and equitable manner. KNOWLEDGE, SKILLS AND ABILITIES ESSENTIAL: Considerable knowledge of management principles and practices as they apply to airport operations, maintenance, security, aircraft rescue and firefighting and public safety; considerable knowledge of data processing systems as they apply to airport operations; considerable knowledge of Federal Aviation Administration rules and regulations effecting airport operations and maintenance; considerable knowledge of airport construction and equipment; considerable knowledge of accident and loss prevention practices as they apply to airport operations and maintenance activities; knowledge of alternative service level (modified zero based) budgeting systems and performance based evaluation systems; knowledge of the methods and techniques of preparing a multi-year capital improvement program; knowledge of diversity, equity and inclusion; ability to plan, organize and supervise the work of employees; ability to establish and maintain effective working relationships with officials, airport tenants, employees and the general public; ability to communicate effectively, both orally and in writing; ability to make decisions recognizing established practices and use resourcefulness and tact in solving problems; ability to prepare material and labor costs; skill in the use of computer software applicable to airport operations and maintenance activities; desire to be part of an organization that is input oriented and values equity, problem solving and the development of partnerships; demonstrated ability to be a team player; desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork. ACCEPTABLE EXPERIENCE AND TRAINING: Extensive experience in airport management and a degree from an accredited college with major coursework in airport management, business administration, aeronautical or civil engineering or related field; experience working with a diverse workforce and population. FAR Part 139, TSA 1542, Advisor Circular 150/Airport Series, commercial service airport experience; supervisory experience with construction and winter weather snow and ice control; or any equivalent combination of experience and training which provides the essential knowledge skills and abilities. Private pilot license/flight experience preferred. SPECIAL REQUIREMENTS: Possession of or ability to obtain and maintain a valid Iowa driver's license. The ability to complete all FAA Part 139.303 employee required training. Within 90 days must be able to obtain and maintain a FAA Part 139 Aircraft Rescue Firefighting Certificate including 40 hours medical training; Airport Security Coordinator Certificate; and Air Carrier Ground Security Coordinator Certificate. Must successfully complete IS100 and IS700 National Incident Management (NIMS) and must be capable of meeting and maintaining Federal Aviation Administration security requirements for unescorted access in the Security Identification Display Area (SIDA).
