SummaryThe incumbent serves as the Executive Secretary to the Extended Care and Rehabilitation (EC&R) Service Line located in Iowa City, Iowa. The primary function of the Executive Secretary is to provide secretarial support to the EC&R Service Line Director. A secondary function is to act as Office Manager for the service line which includes working with a variety of programs. This position is organizationally assigned under the Chief of Staff.ResponsibilitiesMajor duties and responsibilities include but are not limited to: Acting as department point of contact for facility staff and public customers as needed. Scheduling appointments, coordinating meetings and reserving rooms to be used for meeting locations. Utilizing communication techniques and skills in interpersonal relations. Monitoring the use of services, supplies and equipment for the office. Understanding the importance of maintaining employee/patient confidentiality. Obtaining, organizing, filing and electronically entering data for use in analysis, reports, briefings, and presentations. Maintaining department records consistent with regulatory and accreditation standards. Maintaining time and attendance files. Maintaining confidentiality of patient/ employee information, electronic and print. Processing incoming and outgoing materials such as mail, correspondence and reports. Providing general knowledge of office routine and procedures. Using Microsoft Word and Outlook. Using Microsoft Excel and/or Microsoft Access. Using Microsoft Power Point. Utilizing proper grammar, spelling, punctuation and required formatting and identifying and correcting such errors in in correspondence and reports. Preparing a wide variety of recurring internal reports and documents from information obtained from staff or from files or other sources. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in performing and coordinating a variety of clerical and administrative work for an office such as taking meeting minutes; composing, typing and editing letters, reports, meeting notes, and other documents; maintaining logs and files; preparing agendas; scheduling appointments and/or coordinating meetings and conferences; obtaining and monitoring supplies and/or equipment; and responding to inquiries.; experience in using various office automation tools, (including Microsoft Outlook, Word, Excel, and PowerPoint. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 4 years of education above high school level in any field for which high school graduation or the equivalent is the normal prerequisite.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the second year. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement for GS-05 level equivalency. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: A transcript must be submitted with your application if you are basing all or part of your qualifications on education . Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mainly sedentary. Typically the employee may sit to do the work however, there may be some walking, standing, bending, stooping, reach and carrying of ight items such as books, files or medical records. The work is most frequently performed in an office setting with adequate lighting, heat, air conditioning and ventilation.
